Sir Edward Grey to Mr. Max Müller,

Foreign Office, August 25, 1910. I HAVE to acknowledge the receipt of your despatch No. 222 of the 7th ultimo, in regard to the desire of Messrs. Samuel McGregor and Co. to obtain mining con- cessions in Manchuria.

I approve the terms of the reply sent by you to Mr. McGregor in regard to the action which his firm should take in the matter.

It is to be presumed that the firm will in their own interests make sure, before proceeding further in the matter, that the mines are not situated in districts where the Russian or Japanese Governments could reasonably claim exclusive rights in virtue of their railway agreements with China. I concur, however, in the view that it would be unwise of them, for the reasons stated in your letter, to make any preliminary enquiry from the Russian or Japanese officials.
